Köv Nëbës Vrët (/ko˞v/ /ˈnɛbɛs/ [physical; tangible] [gene]) is a temperate Large Town located in the Ëkkuv Moot of the Viceroyalty of Rosid.
The name Köv Nëbës Vrët is derived from the Wood Elvish language, as Köv Nëbës Vrët was founded by Håh Khorva, who was culturaly Wood Elven.
Climate
Köv Nëbës Vrët has a yearly average temperature of 5°C (41°F), with its average temperature during the summer being an icy 23°C (73°F) and its average temperature during the winter being a pleasant -12°C (11°F). Köv Nëbës Vrët receives an average of 158 cm/y (62 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Köv Nëbës Vrët covers an area of nearly 6 km2 (2 mi2), and an average elevation of 3766 m (12355 ft) above sea level.
Overview
Köv Nëbës Vrët was founded durring the late 13th century in summer of the year 1174, by Håh Khorva. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Håh Khorva.
Köv Nëbës Vrët was built using the conventions of Wood Elven durring the late 13th century. Naturaly, all settlmentss have their own look to them, and Köv Nëbës Vrët is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Köv Nëbës Vrët is buildings are arranged within a network of spacious canals streets which form a rectangular grid, where each block verries in size given the proximity of the paralell streets forming each section. The ocasional smaller block has been used to construct a park, plaza, and other communal structures. The town has a defencive wall made from querried stone. The wall is equipped with a full set of battlments but the nature of its construction methodology leaves it somewhat vulnerable to siege equipment. That said, the town is well defended against anything short of an army. Köv Nëbës Vrët's cost-cutting-focused defences are in an unremarkable state. To some, this is the ideal sate for defences to be in. In need of absoutly nothing, and ready to serve the town as needed.
Köv Nëbës Vrët has the unmistakable air of a town on its last legs. Everything is a bit slipshod and ramshackle. Everyone is at work, or drinking. No one has anything in their eyes other than fear and despair. Whatever industry once fueled Köv Nëbës Vrët ’s existence has dried up and the town is drifting down the stream of history as it dries up.
Civic Infrastructure
Köv Nëbës Vrët has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Köv Nëbës Vrët. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Köv Nëbës Vrët's parks.
Köv Nëbës Vrët has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Köv Nëbës Vrët.

Köv Nëbës Vrët possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Large Town. Köv Nëbës Vrët's grid is powered by a boiler and turbine based power plant.
Köv Nëbës Vrët has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Köv Nëbës Vrët's natural decorations nor waterways.
Köv Nëbës Vrët has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Köv Nëbës Vrët has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Köv Nëbës Vrët's garrison was built using a different architectural style from the rest of the town. The style used embraces individualism and experimentation. It emerged as a movement against traditional, classical styles and sought to make buildings dynamic and fun while breaking the rules. The style incorporated elements of previous architectural styles in exaggerated and whimsical ways. Traditional, conservative leanings were void in this era, with most scholars of architecture agreeing it was a time of “anything goes.”.
In Köv Nëbës Vrët the utterance of expletives is impossible within city limits. This has changed as the limits have changed, but has not kept up with slang, or swearing in foreign languages.
